Gatekeeper for store writes

Every hire is a Masumi escrow at one fixed price, paid from your Sokosumi credits. The approved quote caps spend.
Automatic refunds
Work that fails is refunded in the same Chainlink run and redone once with the reasons attached. Hires outside the quote are refunded too.

Ranking-first, out of 100.
Quinn computes it; Chainlink recomputes it before and after publishing. The AI judge contributes at most 5 points. Everything else is rules and source checks.
